NOT TO BE HEARD BEFORE 10:00 A.M. - Discussion for possible action regarding the Nonbinding Term Sheet by and between the City of Las Vegas, City Parkway V, The Cordish Companies, and Findlay Sports and Entertainment, LLC, for the exclusive rights to develop parcels in Symphony Park located north of Bonneville Avenue, east of Grand Central Parkway, south of the Ogden Avenue underpass and west of the Union Pacific Railroad


ITEM 46 - Bill No. 2014-52 - For Possible Action - Amends the City’s nuisance regulations to include unruly gatherings as a public nuisance. Sponsored by: Councilwoman Lois Tarkanian [NOTE: This item will be heard for adoption at the 10/1/2014 City Council Meeting]

ITEM 47 - Bill No. 2014-53 - For Possible Action - Establishes licensing regulations for mobile car wash/auto detail businesses. Proposed by: Jorge Cervantes, Executive Director, Development Services

What will the Las Vegas stadium look like when it's "paid off" in 30 years?

. . . The deal calls for the Las Vegas team to pay one of the highest rents of any MLS team in America out of its profits. Without those rents, the City won’t have enough money to make the loan payments. Therefore, if the MLS team can’t make the high rent, city Taxpayers will have to come out of pocket to make it good. That’s in addition to carving $3-million a year from the City’s parks budget and devoting it to additional loan payments.

ITEM 46
Conduct a public hearing; and approve, adopt, and authorize the Chairman to sign an ordinance to amend Title 12, Chapter 12.43 of the Clark County Code to prohibit pedestrians from being in possession of glass beverage containers which are not stapled closed in a plastic or paper bag with the sales receipt attached outside of the bag within certain areas on Las Vegas Boulevard South and adjoining streets at any time; and providing for other matters properly relating thereto. (For possible action)

ITEM 47
Pursuant to NRS 288.153, conduct a public hearing; and approve and authorize the Chairman to sign the Collective Bargaining Agreement between Clark County and the Juvenile Justice Probation Officers Association (JJPOA), effective July 1, 2014 through June 30, 2016 and extend the same salary and benefit changes to the non-union Juvenile Justice Probation Officer not covered by the JJPOA Collective Bargaining Agreement. (For possible action)

ITEM 48
Pursuant to NRS 288.153, conduct a public hearing; and approve and authorize the Chairman to sign the Collective Bargaining Agreement Fiscal Reopener between Clark County and the Clark County Park Police Association (CCPPA), effective from July 1, 2014 through June 30, 2017; and extend the same salary and benefit changes to the non-union Park Police employees not covered by the CCPPA Collective Bargaining Agreement. (For possible action)
